POSITION SUMMARY
The Utilities Manager is responsible for the overall leadership, planning, and day-to-day management of the Town’s Utilities Department, including water treatment, water distribution, wastewater treatment, and wastewater collection systems. This role ensures safe, compliant, efficient, and sustainable utility services through effective staff leadership, regulatory compliance, asset management, budgeting, and continuous improvement. The Utilities Manager works closely with the Director of Infrastructure Services to support both short- and long-term service delivery objectives
SPECIFIC ACCOUNTABILITIES
Operations and Service Delivery:
- Provide leadership, direction, and coordination for all utility operations, ensuring effective interaction with other Town departments and external stakeholders.
- Plan, assign, and oversee daily work activities for staff, contractors, and consultants.
- Monitor and respond to operational data from SCADA and other utility management systems.
- Diagnose system and infrastructure issues and direct timely, cost-effective repairs and corrective actions in compliance with all town, departmental, provincial and federal requirements.
- Develop, review, and update operational and maintenance policies, procedures, and standards for water and wastewater systems.
- Evaluate programs, service levels, and contracts, recommending improvements and innovations to enhance efficiency, effectiveness, and customer service.
- Promote a positive and proactive customer service culture within the department and respond to public inquiries, concerns, and complaints, and assist with media inquiries in accordance with approved Town procedures.
Governance, Compliance and Risk Management:
- Promote and maintain a strong safety culture and ensure compliance with Occupational Health and Safety legislation, regulations, and industry best practices.
- Act as the primary liaison with federal and provincial regulatory agencies for water and wastewater permitting, approvals, reporting, and inspections.
- Ensure compliance with all applicable legislation, codes, permits, bylaws, policies, and procedures, including Alberta Environment and related provincial and federal requirements.
- Ensure contractors and staff meet and maintain all relevant certification, safety, and Workers’ Compensation requirements.
People, Finance and Strategy:
- Assist in the preparation of annual department operating and capital budgets and long-range plans (staffing, equipment, and services).
- Monitor and manage approved department budgets, ensuring fiscal responsibility and alignment with Town policies.
- Determine staffing, equipment, and material requirements and authorize procurement within approved budgets and policies.
- Recruit, supervise, coach, and evaluate Utilities Department staff in accordance with Town policies, collective agreements, and legislation.
- Conduct performance reviews and support employee development, training, and certification requirements.
- Foster a collaborative, respectful, and high-performance work environment that values teamwork, accountability, and continuous improvement.
EDUCATION AND EXPERIENCE
- Alberta Environment certifications (or equivalent):o Water Treatment and Distribution – Level III (minimum)o Wastewater Collection and Treatment – Level II (minimum)
- Post-secondary education in engineering technology, environmental sciences, or a related field is considered an asset.
- Five to seven (5–7) years of progressive supervisory or management experience in utilities, water treatment, or wastewater operations.
- Demonstrated experience leading staff and working directly with the public in a professional and courteous manner.
ADDITIONAL REQUIREMENTS
- Strong knowledge of municipal utility operations, regulatory frameworks, and safety requirements.
- Working knowledge of the Municipal Government Act, applicable Occupational Health and Safety legislation, and related provincial statutes.
- Proficient in the use of computerized systems, data monitoring tools, and common office applications.
- Excellent planning, organizational, analytical, and problem-solving skills.
- Proven leadership, communication, team building, and people management capabilities.
- Commitment to continuous improvement, service excellence, and ethical leadership.
- This position may be required to respond to after-hours operational issues and emergencies.
- Ability to obtain a clean Criminal Record check and a 10-year Driver’s Abstract.
Employment Category: Permanent Full-Time
Hours per Week: 37.5 hours (Monday to Friday)
Compensation: $93,541.98 - $118,747.87
