POSITION SUMMARY

The Health and Safety Officer is the Town’s Occupational Health and Safety (OH&S) specialist, responsible for leading and administering organization‑wide OH&S programs and standards. Reporting to the Director of Emergency and Protective Services, the position provides subject‑matter expertise and strategic advice to leadership to support regulatory compliance, effective risk management, and a strong safety culture across all departments.

KEY ACCOUNTABILITIES

  • Leads, administers, and continuously improves the Town’s corporate Occupational Health and Safety (OH&S) program across all worksites and operational activities.
  • Develops corporate OH&S standards, frameworks, and minimum requirements to ensure consistent application of legislation, policy, and best practices across departments.
  • Conducts and oversees inspections, audits, and risk assessments; analyzes findings; and provides direction to departments to address identified hazards and compliance gaps.
  • Leads workplace incident investigations, including evidence collection, witness interviews, root‑cause analysis, and the assignment, tracking, and verification of corrective and preventive actions.
  • Acts as the Town’s primary liaison with OH&S regulators and external agencies, managing statutory notifications, investigations, reporting, record retention, and audit‑ready documentation.
  • Provides subject‑matter expertise and strategic advice to senior leadership where safety intersects with operational decision‑making, employee accountability, and collective agreement interpretation.
  • Supports and coordinates Health and Safety Committees and representatives, including guidance on work refusals, serious incidents, and urgent safety concerns.
  • Analyzes safety data and trends to develop reports and recommendations that support senior leadership decision‑making, strategic planning, risk mitigation, and continuous improvement.
  • Develops and maintains the Town’s corporate safety orientation, training standards, and competency requirements; delivers training where appropriate and/or designates qualified trainers.
  • Reviews, approves, and enforces corporate‑level safe work procedures, hazard assessments, and high‑risk work controls requiring centralized oversight or sign‑off.
  • Establishes contractor and procurement safety requirements, verifies compliance, and exercises stop‑work authority where safety controls are inadequate or non‑compliant.
  • Provides occupational health and safety expertise to support corporate emergency preparedness, response, and recovery planning.
  • Partners with Human Resources and departments on WCB claims management, injury management, return‑to‑work, and accommodation planning within a unionized environment.
  • Performs other related duties in accordance with Town policies and standards

EDUCATION AND EXPERIENCE

  • Possesses a minimum of five (5) years of progressive experience in an occupational health and safety role, preferably in a municipal or public‑sector environment.
  • Holds a post‑secondary certificate or diploma in Occupational Health and Safety or a related field.
  • An equivalent combination of education and experience may be considered.
  • Holds or is actively working toward a recognized professional designation (e.g., CRSP, CRST, RMHSA, NCSO, or equivalent).
  • Holds current Standard First Aid, CPR, and AED certification or is willing to obtain within six (6) months of hire.
  • Additional safety‑related training relevant to municipal operations (e.g., WHMIS, TDG, H2S Alive, Confined Space, Fall Protection) is an asset.

ADDITIONAL REQUIREMENTS

  • Demonstrates strong working knowledge of Alberta Occupational Health and Safety legislation and best practices.
  • Demonstrates sound judgment, decision‑making, and problem‑solving skills in complex and sensitive situations.
  • Communicates clearly and effectively in writing and verbally, including the ability to prepare reports, recommendations, and training materials.
  • Is proficient with Microsoft Office 365 applications and is comfortable using systems to support reporting, tracking, and day‑to‑day decision‑
  • Is highly organized with strong attention to detail and the ability to manage competing priorities.
  • Maintains a high degree of confidentiality, discretion, and professionalism.
  • Is able to conduct field inspections and investigations and wear required personal protective equipment.
  • Is available for occasional after‑hours response, as required.
  • Holds a valid Class 5 driver’s licence and is able to obtain a satisfactory Criminal Record Check and Driver’s Abstract.

Hours per Week:                      37.5 hours (Monday to Friday)
Compensation:                        $66,633.06 - $88,860.96
